While Michael Morrissey, Ph.D., a health policy expert from Texas A&M University, calls the Senate health bill a “mixed bag,” Dr. Daniel Derksen of the University of Arizona School of Public Health takes a far more negative view. On the plus side, the bill gives states flexibility in terms of Medicaid, Dr. Morrissey says, but it also eliminates many taxes that will make it harder to cover the cost of coverage. Dr. Derksen disagrees, calling the proposed Medicaid cuts “draconian” and says the bill will be a “crash landing” for states that severely damages their ability to run Medicaid programs.
